Fix was simple.... Once you read the error messages.
The serial port being created was NOT /dev/ttyACM0 but /dev/ttyUSB0 adjust according to your configuration (look at dmesg to see what was actually created)

sudo usermod -a -G dialout
sudo chmod a+rw /dev/ttyACM0
and then with one board...
sudo chmod a+rw /dev/ttyUSB0
then you can use the device and program it etc.
